Plastic bag bans typically target lightweight, single use shopping bags specifically, reflecting their particular combination of very short use, high litter visibility and, given their light weight, a tendency to travel easily into waterways and natural areas compared with heavier, less mobile forms of plastic waste generally found elsewhere.
Most jurisdictions introduced these bans gradually, often starting with a public consultation period, followed by a transition phase allowing retailers and shoppers time to shift toward reusable alternatives before the ban itself took full legal effect and lightweight bags could no longer be legally offered at the checkout.
Because banning one specific item can sometimes simply shift consumption toward another material with its own separate environmental footprint, many jurisdictions paired their ban with public education encouraging genuinely reusable alternatives, aiming for a genuine reduction in overall bag consumption rather than a straightforward, unhelpful swap from one disposable material to another entirely.
