The Role of Trains in Reducing Congestion

A single train can carry as many passengers as several hundred cars would otherwise require, which means even a modestly used rail line can meaningfully reduce the number of vehicles competing for road space during peak commuting periods when congestion is typically at its most severe in a given city.

Beyond simply moving people efficiently, rail's fixed capacity and dedicated right of way mean trains are largely unaffected by road congestion themselves, offering commuters a genuinely predictable journey time that can make rail more attractive than driving specifically during the periods when roads are most unreliable and congested.

For this congestion relieving effect to be fully realised, rail services generally need to be frequent, reliable and well connected to other transport modes at each end of a journey, since a train line that is inconvenient to reach will struggle to draw drivers away from their cars in day to day practice.
