Geography sets a baseline that policy then works with or against. Cities in valleys or coastal basins can trap pollution beneath still air, while cities exposed to regular strong winds tend to disperse the same emissions more readily, meaning identical emission levels can produce quite different air quality outcomes.
Beyond geography, the mix of transport, industry and energy generation feeding a city matters enormously. A city with extensive public transport, cleaner energy generation and strict industrial standards will generally have better air than one with similar population size but heavier reliance on private vehicles and older industrial processes.
Monitoring and enforcement also play a quieter but real role, since standards on paper only shape outcomes if they are actually measured and applied. Cities that invest in dense monitoring networks and consistent enforcement tend to see steadier improvement over time than those relying on standards alone. Residents also play a quiet role, since public awareness of daily air quality readings tends to build support for the policies that keep improving them.
